Port-Net /Promoting interregional co – operation of ports and multi – modal transport structures in the EU/ is a joint venture of 20 partners from 12 EU – states and Russia, which with its budget of 1,7 m Euro runs through the years 2005 – 2007. The Lead Partner of the project is the Free and Hanseatic City of Hamburg but a democratic network structure guarantees equal involvement and a proper and equal consideration of the interests of all partners.

The main objective of the project is promotion of the international co – operation and especially maritime policy, management and financing of port activities, short sea shipping, motorways of the sea, logistic centers and spatial integration of ports and cities. Special interest of the project partners is directed towards sea ports that constitute an important link in the transportation chain. Improvement of the quality of port services, promotion of cost efficient and environmentally friendly intermodal transport, aim at generating new possibilities of added value creation, increase of employment and increase of prosperity of the regions where ports are located. The functioning of ports in the cities and their influence on city agglomerations – for example: flood protection, emission of noise or complex protection of environment – from a very important problem.

Integration of port – project partners, exchange of experience and development of best practice in the aeries of the Project’s issues are very important aspects of the Project’s realization.

The following groups of issues have been set:
- EU - Policies, Port Administration, Management and Finance
- introduction of modern and efficient organization and administration of ports,
- Maritime Cargo Transportation Challenges - to increase efficiency of the maritime part of the
multi - modal transport chain,
- Port Operations, Hinterland Cargo Distribution and Logistic Centers - an increase of know
- how among partners and EU - wide to increase efficiency of operations within the port
and to promote the use of environmentally friendly hinterland connections,
- Ports and People - analysis of the reurbanization process of the port aeries in view of interests of both cities
and ports, working up a concept of cruise tourism.

Workshop 04-18“Urban/Port Development, Environment and Cultural Aspects”ELBLAG/ POLAND

Workshops 04-18 organised within Port-Net Project were very important both for the city of Elbląg and the port. The participants had a chance to get acquainted with the city and the newly built port with rich history. Presentations during the conference were devoted mainly to the development of the city and the port. The issue of the cut across the Vistula Lagoon was particularly crucial. A representative of ROSMORPORT Kaliningrad talked about the cooperation of Elbląg and Kaliningrad, whereas Mr Jarosław Kotowski representing The Ministry of Maritime Economy presented the political situation determining relations between Poland and Russia. Mr Wilhelm Schulte gave a presentation on the development of the port and the city of Hamburg. After the presentations the participants went to Buczyniec on a boat trip along Elbląg canal, and visited the town of Frombork. 
Elblag Sea Port Authority Co. Ltd., a small new EU port with an old history is looking for know-how in port ownership structures, financing, Short-Sea shipping, inland-waterways hinterland connections and passenger traffic (especially also yachting). Thanks to this workshop port in Elbląg has achieved improved knowledge about port- and transport activities.
